Due to the unique terrain features, industrial requirements, and geographical positioning of inland mountainous areas, air logistics serves as a crucial catalyst for regional economic development. However, it encounters distinct development challenges and limited financial resources, making the optimization of fund allocation and the creation of endogenous growth dynamics significant. This study aims to establish a new theoretical framework and research tool for simulating policy effects and providing recommendations for these specific areas. An air logistics-regional economy (AL&RE) system framework is constructed in this study. Using Sichuan Province of China as a case study, the system dynamics (SD) model is simulated and integrated with the coupling coordination degree (CCD) model to explore key factors influencing regional economic development and system coordination. The results indicate that: (1) Air logistics infrastructure, operational capacity, and sustainability all influence regional economic output and structure, with sustainability exerting the most significant impact, followed by operational capacity and infrastructure, albeit with some delay. (2) Under various funding allocation strategies, the coupling coordination between AL&RE consistently improved, except for fluctuations during the pandemic. (3) The effectiveness of infrastructure, operational capacity, and sustainability in driving system coordination contrasts with their effects on economic development. However, in the long term, their influence aligns with other factors as the CCD approaches 1. Finally, phased policies were designed for Sichuan and can serve as a reference for other inland mountainous areas. This research introduces a new theoretical framework and fresh insights for the study of AL&RE, along with a novel model approach that integrates SD and CCD models, which complement each other’s limitations. Through multi-level policy simulation and analysis, the study offers in-depth insights into Sichuan’s current policies and provides practical policy recommendations.
由于内陆山区独特的地形特征、产业需求与地理区位,航空物流成为带动区域经济发展的关键催化器。然而,该领域面临独特的发展挑战与有限的资金资源,这使得优化资金配置与培育内生增长动力尤为重要。本研究旨在为这些特定地区构建一个用于模拟政策效果与提供政策建议的全新理论框架与研究工具。为此,本文构建了航空物流—区域经济复合系统框架。研究以中国四川省为案例,采用系统动力学(SD)模型进行模拟,并与耦合协调度模型相集成,以探究影响区域经济发展与系统协调的关键因素。研究结果表明:(1)航空物流的基础设施、运行能力与可持续性均会影响区域经济的产出与结构,其中可持续性的影响最大,其次是运行能力与基础设施,但影响存在一定滞后。(2)在多种资金配置策略下,航空物流—区域经济复合系统的耦合协调水平总体持续提升,而在疫情期间则出现波动。(3)基础设施、运行能力与可持续性对系统协调的驱动效果与其对经济发展的作用存在差异。然而,从长期看,随着耦合协调度逐步趋近1,其影响与其他因素趋于一致。最后,本文为山地城市四川省提出了分阶段的协调发展政策建议,这可为其他内陆山区提供重要参考。本研究为航空物流—区域经济复合系统的研究引入了新理论框架与研究视角,并提出了一种整合 系统动力学与耦合协调度模型、优势互补的创新建模方法。另外,研究还通过多层次政策仿真与分析,对四川省现行政策进行了深入洞察,并提出了切实可行的政策优化建议。

梁力军,北京理工大学管理学博士、北京理工大学与北京交通大学工商管理博士后。澳门3044永利官网计算机审计专业副教授,硕士生导师。北京市课程思政示范课程教学名师,中国企业财务管理高端人才(领军人才)、ESG高级分析师。近年来聚焦于审计理论与实务、物流管理与供应链、金融风险管理等领域研究。承担和参与国家社科基金、审计署内部审计课题、教育部人文社科基金、北京市社科基金、北京市高教学会课题等多项,著有《行为审计学》、《互联网金融审计》《商业银行核心竞争力影响因素与提升机制研究》《商业银行操作风险管控能力研究》等多部专著和参编《会计信息系统、ERP基础与审计》等部教材。近五年来累计发表核心期刊级别以上论文20余篇,并以第一作者公开发表EI、SCI检索论文10余篇。累计指导管理科学与工程、物流工程与管理、工程管理和MPACC等研究生近20人,指导研究生发表物流与供应链管理、风险管理类论文20余篇。
